The project started in October 2002 and focuses on urban water service delivery systems and associated sanitation activities in a privatized service delivery context. The project was initially build on the groundwork which was carried out in the pilot phase of the CARE Urban Livelihoods Project (since 1999), which aimed to improve urban livelihoods through the strengthening of the municipal services, participatory planning and community empowerment. Furthermore, following the National Water Policy adopted in 1995, it was decided on the introduction of private in water supply, which resulted in the first private sector participation in water supply through a lease arrangement in Mozambique. For Maputo and Matola the contract consisted of a lease contract valid for 15 years. The international tender prescribed a single operator option to run the five cities since this was understood to be simpler, more marketable and cheaper. It has been decided by national authorities and their development partners that private sector participation will be staged and limited to five cities and additional towns will join as the process develops.
The PPPUE project was implemented in partnership with the Water and Sanitation Departments of two major Municipalities, Maputo and Matola, the independent Water Regulatory Council (CRA), CARE Mozambique, Águas de Moçambique (AdeM), FIPAG (Asset and Investment Water Fund) and UNDP.
