The aim of the project was to improve access of the poorest consumers to affordable and good quality water through a partnership approach in the context of an already existing privatized water delivery system. This partnership approach also aimed to improve urban governance and to establish a management system at suburb and Municipal District Administration level that will serve the needs of the poorest communities in the new water delivery environment. In this context, the project supported institutional strengthening and capacity building of the Municipal council of Maputo and Matola to manage this complex service delivery environment.
