To fulfill its goal the strategy of the project was to bring together the key stakeholders from the public and private sectors to develop a standpipe management model to be used together with the poorest communities as a pilot project that would provide experience and lessons on PPP. This was done through the set up of a new institution, namely a national technical Standpipe Management Working Group (SMWG). This group comprised the Municipal Water and Sanitation Departments of Maputo and Matola (MWSD), CRA, FIPAG, AdeM, and NGO representation (CARE). It intended to deliver three basic outputs: a model of basic service delivery (water and sanitation) in municipality management; a framework for the management of the urban water service delivery in Maputo and Matola; and consumer consultation and representation in the area of urban water service delivery.
