The model designed by the Standpipe Management Working Group (SMWG) included the creation of Community Water Committees and the designation of Standpipe Operators. To support the introduction and implementation of the new management system/model, capacity building programmes were facilitated on standpipe management, PPP process community awareness-raising, human resources and municipal administrative procedures linked to the project. These capacity building programmes were mainly organized for the municipalities, with the aim that they were able to train community water committees, operators and community animators. To support the introduction of the new concept of dialogue and partnerships in Mozambique, a Water and Sanitation Working Group was set up with permanent members who were representatives of the above mentioned stakeholders and which facilitated meetings at municipal district level including different neighborhoods.
