It is important that the project should be understood as a process oriented project, introducing a new approach, rather than a project with a clear ending and beginning. The promotion of ownership, bottom up approaches and sharing responsibilities, and a common understanding of PPP concept and project are part of this approach. Of course the national and local governments need to be willing to change their approach towards dialogue and participation.
Furthermore previous experience of CARE and other NGOs in water and sanitation activities should be taken into account, as they already have introduced models of community participation. In their role of introducing a new model, the PPP approach, they have to develop a clear approach in how to introduce this into existing programmes.
Lastly, an important pre-condition is that a PPP should not be dominated by one of the partners, but have a balanced relationship and responsibilities. In the case of Maputo, the participation of CARE, who, with its experience and leading role as NGO, determined somewhat the nature of the project in which the private sector did not receive enough focus.
