A very clear pro-poor dimension of the project is that the project area selected was based on the principle of reaching the most disadvantaged area first. The project's role of bringing together several partners to consider how to improve standpipe services to provide water that used to be sold at highest cost to the poorest urban residents is a valuable gain that has opened the terrain for provision of better services. The rehabilitation of standpipes and the establishment of community management structures meant that people could get more water at a better price than before, where they had to rely on neighbors to get water costing up to 10 times more than the domestic consumer. Another important pro-poor outcome is that the project created job opportunities by subcontracting standpipe operators from within the community.
