Sustainability of the PPP approach cannot be exactly determined yet, since the project only ended in June 2004. However the following observations can be made. First of all one could say that the project had not developed an exit strategy. CARE might have taken a too direct role in the management and implementation of the project, going beyond their role of facilitator. This can be explained however by the lack of capacity within the municipalities, CRA and Community Water Committees. This means that CARE at the end of the project was not ready to withdraw, without guaranteeing the continuity of the PPP activities.
At the same time though, CARE and other NGO's, through the lessons of the PPP project on developing the framework for standpipe management through a technical working group, opened up alternatives for new PPP's in collecting solid waste at community level.
