Technical issues on the project implementation

The project was confronted with several technical issues, which challenged the success of the project. They are especially linked to management and financial issues.

o  First of all the operator, who has a managing & operational contract with AdeM, for which he has to pay a contract fee to AdeM, was not able to pay this contract fee. Through negotiation the AdeM provided the water prior to the payment of the formal contract to enable the operator to collect enough fees from customers.

o  AdeM was unable to meet the deadlines to rehabilitate standpipes so that the new management structures could take these over.

o  It was unclear what the activities would be of the newly created community water committees.

o  The CRA bases its fees on the estimated consumption, not on actual consumption. In addition, because of the bad condition of standpipes, there exists high loss of water, i.e. non-revenue water. This result in complaints from operators not being able to cover their costs for maintenance etc.

o  Payment procedures vary and there are no clear agreements. The customers pay the operator at either a monthly or daily basis depending either on whether people have a monthly income or, in most cases, on poverty level and family size.
