A new institution was set up for this particular project, the Standpipe Management Working Group (SMWG), which comprised of all project stakeholders. This SMWG was responsible for the design and implementation of the new standpipe management model. It received support by the establishment of a second institution, the Water and Sanitation Working Group (WSWG), which was set up as a permanent structure with representatives from all stakeholders to support the institutionalization of partnership approaches, dialogue, and PPP concept. Community Water Committees were established to represent the interests of the community and to supervise the standpipe operators. CARE played an important facilitator's role in achieving official recognition from the local government for these Community Water Committees and SMWG. The municipality itself has not yet provided an internal institutional set up to facilitate and promote PPP in urban service delivery; this is the next step to be taken in institutionalizing PPP.
