The local government provided a policy and regulation framework, but did not yet have the financial management and thus accountability of the PPP project.
It was CARE who took up responsibilities, which should have been with the municipality, who is the overall responsible actor in providing services to the poor. The local government did not take many initiatives, also due to lack of capacity. Although the municipality has supported the pilot PPP project, it has not yet resulted into institutionalizing pro-poor PPP's in city planning and the set up of an appropriate structure to deal with PPP's. Furthermore to create more transparency and accountability, competitive tendering should be done, which is not yet the case in Maputo, where the private sector partner involved in the PPP was already the sole provider of the service.
