Do's

Assess previous PPP experiences and actors involved in partnership programmes. Positive or negative experiences? Previous experiences will influence the willingness of partners to participate.

Include the community in decision-making from the start so that, in the case of e.g. PPPUE Maputo, the community is willing to pay for services.

Look at the opportunities of designating and training community members, as business entities and work with them in a business-oriented manner like with larger companies.

Don'ts

Have one partner dominating the partnership, which will undermine the nature of a PPP and its sustainability.

Include a private sector partner without applying a tender procedure.
