Project description

The implementation of the PPPUE National Programme in Namibia, which started in 2001, has been pursued in line with the decentralization process that gives sub-national governments the responsibility to provide basic needs and services.

The system of local government was established in Namibia in 1992. The key challenge has been how to effectively and efficiently operate the local government system and how to have in place an appropriate institutional framework. The delivery of public services at the local level represents a crucial aspect of this challenge, particularly concerning the role of the public, private and community sector.

The PPPUE National Programme in Namibia has been promoted as an alternative tool to full scale privatization, to open up windows of opportunities for regional councils, local authorities, small and medium-sized enterprises, and NGOs to pool local resources and plan, operate and mange public services.

Mobilizing additional resources from public institutions, the private sector, and the community sector in order to improve and expand service delivery is a relative new concept in Namibia.
