The PPPUE National Programme in Namibia is directed at building capacity at the regional and local authority levels so that favorable conditions can be established for the development of mutually beneficial relationships among public, private and civil society actors for the provision and delivery of improved infrastructure and services. In particular, the aim is to prepare the terrain, build capacities of all parties, increase the understanding of what local government is, what are its roles and responsibilities, and how it can cooperate with other actors.
