An awareness creation campaign has been carried out in the 13 regions of the country to discuss the PPP concept as well as the objectives and intervention strategies of the PPPUE Programme. As part of the awareness creation campaign, the publication 'Guiding Principles and Policy Guidelines for Public-Private Partnership Projects' by the MRLGH has been widely distributed to both governmental and private actors. The publication provides professional guidance on partnership options and on how to engage in such partnerships. The document, of which 300 copies have been produced, has been used in a variety of settings and has facilitated dialogue among different stakeholders.
Training and capacity building has been ongoing. Regional forums and training sessions have been organized to provide information on the PPP concept to the newly elected local councilors who have entered office in May 2004.
Documentation of innovative PPP projects in Namibia and documentaries of PPPs have been carried out to generate better understanding of PPP arrangements and greater awareness among stakeholders.
Training developed by the Polytechnic of Namibia is also an important achievement. Intramural training has been taking place since 2003 as part of the Land Management course at the Polytechnic. Extramural training is planned to take place in 2005: it will be delivered to municipalities, public organizations, ministries that deal with the management of service delivery, private sector and NGOs.
Effective consultation with all stakeholders has contributed to building relationships between the members of the Steering Board. At the local level, mistrust among public and private partners has been mitigated by the establishment of common forums for stakeholders' interactions in programme awareness interventions.
Seven pilot PPP projects were selected through a nation-wide competition and have been implemented at local level. The selected pilot towns, listed below, have all received technical advisory support.
