Pre-conditions for PPPs

Stakeholders of the PPPUE Programme in Namibia listed the following as key pre-conditions for successful PPP arrangements:

o  Capacity building is the most important precondition.

o  It is essential to increase the capacity of all partners involved, especially by taking the capacity down to the members of umbrella organizations.

o  The relationship between partners must be based on trust and mutual understanding.

o  Government support and backing is essential.

o  The challenge for local authorities is to acquire management and institutional capacity.

o  It is necessary to create a policy environment that enhances the viability and feasibility of PPPs.

o  Awareness creation and sensitization are also pivotal.
