Creating appropriate pre-conditions for PPP arrangements is essential to ensure sustainability. Similarly, having an exit strategy in place contributes to it. In Namibia funding will come to an end in December 2004. Steps have already been taken to ensure the sustainability of the Programme by applying for funding to the European Union. Additional funding for the implementation of the pilot projects is the key priority. This is because the Programme has focused more on the preconditions for successful PPPUE and the phase of implementation has only partially been addressed. The PCU and the MRLGH have drafted a detailed proposal for funding with technical inputs from the PPPUE Global Office.
