To reach its goals, phase 1 of the programme developed the following strategies:
o Institution and Partnership Development. To establish effective coordination mechanism between stakeholders institutions at the national level and in selected pilot municipalities and to improve capacity to support partnerships in the provision of urban services.
o Tools Development and Capacity Enhancement. To develop training curricula, modules and tools to be tested in the 5 selected municipalities and refined for national dissemination.
o Policy Guidance. To provide PPP policy guidance for 5 selected municipalities. A Legal Handbook on PPP will be publicized and which municipalities, civil society and the private sector can use. This handbook will include reviewed existing legal provisions.
o Local PPP Projects. To support the development of at least 1 public-private partnership project for the provision of urban service in 5 selected municipalities.
