To pave the way for eventual PPP project implementation the programme management decided to focus its initial activities on creating the needed enabling environment through awareness creation, partnership building and the enactment of pro-PPP policies and legislation. The first phase of the programme was thus concentrated on the first three interventions. The initiation of local projects in the 5 municipalities will take place under the second programme phase.
The Nepal PPPUE programme, in particular through its programme staff (PMC), has been able to implement several activities such as brainstorm sessions and training workshops to test the PPP toolkit training manual. Furthermore training on public relations, leadership and negotiation skills were conducted in all partner municipalities. A Legal Workshop, in which all stakeholders were involved, including Chambers of Commerce and Municipal Association of Nepal, supported new policy development. A Legal Handbook on PPP is under development. Furthermore several local stakeholder workshops have been conducted in all 5 municipalities, which created awareness and commitment.
