There is a clear understanding among all stakeholders involved that the PPPUE programme is a poverty oriented development programme. The pro-poor approach has however been applied broadly to include approaches which are fully poverty oriented, from the developed sanitation schemes donated by Rotary/Lions clubs to projects with a pro-poor component such as private operated market facilities, which have a section with affordable market space and size for poor farmers/traders.
