The importance of an enabling environment as a pre-condition for PPP requires the support of different government sectors. PPPUE, as a soft component programme aimed at advising and facilitating pro-poor PPP's had no provision available for financial support to PPP implementation. This arrangement made it initially less attractive for partners, including the Government, to make commitments to support and implement the programme. Some degree of skepticism had developed towards PPP's partly due to some failed cases at national level. Consequently, focus of the programme was shifted initially from PPP implementation to awareness raising and consultations on the concepts and the pros and cons of PPP.
In particular the Nepal programme was successful in creating ownership at all levels, which is an important pre-condition for PPP's success. The PMC for example would invite both FNCCI and MuAN to participate in its weekly meetings. More specifically, to ensure sustainability and avoid legal disputes and arbitration cases among the tri-partite partners a key pre-condition for successful PPP implementation is the involvement of all parties from the very initial phases of a project identification and design. This should, besides the public authority, include end-users as well as potential private sector contractors and/or their respective association.
