Institutional Issues

The project established an institutional set up, which included the following. There was a Policy/Steering Committee, with members representing the Ministry of Local Development (Chair), Ministry of Finance, Ministry of Law, Justice and Parliamentary Affairs, National Planning Commission, Ministry of Physical Planning and Works, Municipal Association of Nepal, Federation of Nepalese Chambers of Commerce and Industry, UNDP and invited participants from local level. Furthermore Local PPP committees were established as permanent committees in each participating municipality. The composition however was high- profiled, including the Chairperson of the local Chair of Committee, the Mayor, Municipal Planning Officer and two civil society representatives. This was an advantage for facilitating the PPP process in the municipality and CCI, but on the other hand, lower level representatives were needed to prepare the needed groundwork for the Committees decision- making. The project therefore nominated focal points in each organization to undertake the daily preparatory work of the Committee.

The establishment of PPP desks in the partner organizations, led to a broader group of people responsible for PPP support to the members of the partner organization. These desks will eventually function as sustainable support units, which will gradually take over programme activities of providing advice and legal support to the local level stakeholders.
