The initial focus of PPPUE Nepal on paving the way for pro-PPP policies and legislation has proven effective in two ways:
o At the initiation, the existing legislation opened up for PPP initiatives, but was short of providing a framework in which to initiate PPP's legally. Consequently, focus was initially put on the creation of an enabling policy and regulatory environment, which will instill confidence in the PPP process of all three parties.
o The drafting of policies and legislation was undertaken on a participatory basis involving both local and national level stakeholders from all three parties. This process created ownership and has made all parties comfortable with the use of the new policies and regulations and eventually comfortable with PPP initiation.
