Do's and Don'ts

Do's

Make an inventory of existing PPP programmes at city or national level and tap from the capacity building opportunities they offer. E.g. participate in forums, seminar, exchange lessons learned etc.

Include capacity building activities like on-the-job training using tool books locally developed, exposure to good practices of PPP internationally, nationally.

Include the private sector and especially the national and local chamber of commerce in the capacity building programme. The latter will be a knowledge/advisory services center for the private sector.

Establish PPP desks within all partner organizations to ensure institutional knowledge and experience on PPP, e.g. to prevent loss of experience when staff is seconded.

Don'ts

Have external consultants doing the crucial initial project phases like feasibility studies, the legal groundwork etc. without involving project staff, in which case they will not build up experiences and a knowledge base.

Exclude looking at financial sector involvement, which is necessary for implementing concrete projects.
