Project description

The IPG project ran from August 2002 to March 2004 and operates in three marginalized coastal communities ('Barangays') Palingon, Lingga, and Sampiruhan of Calamba city. The project deals with establishing a partnership model for a Material Recovery Facility (MRF) in poor and marginalized coastal communities of Calamba City. This is intended to establish a model for such facilities that are mandated under the Philippines' Ecological Solid Waste management Act. As such, the project was well framed within a national policy and legislative context. The project was used to design the proposed model and to pilot such a MRF facility. The project was also intended to provide feedback into the relevant national policy and to pioneer an implementation approach using PPPs.

Based on the Implementing Rules and Regulations of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, local governments are encouraged to cluster in putting up an MRF. It does not define, however, the operational mechanisms nor the policy environment for such undertaking. The project therefore is focusing on the establishment of a healthy public policy and an institutional environment for increased private sector investment in solid waste management.

The major partners participating include the local governments, House of Representative (District II, Calamba City), the private sector, and the NGO Conservation and Development Specialist Foundation.
