The programme aimed to establish a cluster MRF in three barangays (local governments) in Calamba city through a public-private partnership arrangement, which would serve as an example of co-governance policy and propose an institutional model for a cluster-type MRF, which could be translated into national solid waste management policies. The project was also intended to pioneer an implementation approach using PPPs.
