Several strategies were developed to achieve the project goals, including:

o Development of Policy, Guidelines and Institutional arrangements for the establishment of cluster MRFs.

o Establishment of a proto-type MRF.

o Conducting a MRF feasibility study and establishment of a business plan.

o Formulation of Technical Assistance Protocols on solid waste management
