There is a relatively active recycling sector in the Philippines more broadly and in the areas concerned in the project. This includes small-scale waste collectors and separators, as well as larger more formal enterprises.
In general the private sector was described as 'aloof' and 'reluctant' with regard to involvement with the local government on the MRF project. This underlines generally negative perceptions of political risk and concerns regarding governance. The major private interaction with the project took place through the Pugad-Lawin business group. This group comprises various business representatives.
