Sustainability and Replicability

There is clear potential for waste recycling in poorer communities in the Philippines and a role for MRF facilities in this regard. The precise model developed during this pilot might need to be refined further in practice for it to be fully sustainable and to be replicated more widely. Specifically, as all financing is currently coming from the government, which of course has limited resources to finance such facilities, a form of MRF where private financing will be possible would be more sustainable.

Since the MRF project has been undertaken in the context of national environmental legislation, which places responsibility on local governments for facilitating such MRFs, there is a strong context for replicability. Already the pilot model has been demonstrated in other parts of the country. Backing from the central environmental ministry and agency is also provides strong impetus for MRFs to be developed in other parts of the Philippines.
