Technical issues on the project implementation

Principal technical support for the project was provided by the Department of Environment and Natural Resources, the responsible national agency that was strongly involved in the project.

With regard to the design of the MRF arrangement, it is notable that funding is from government and the risk allocations are relatively unclear. Similarly it is not clear how regulation and performance assessment will be undertake, or how private parties are under competitive pressure to perform well.

In general the merging of public and private interests into a single company with joint governance and limited division of responsibilities and risks has some benefits but a number of disadvantages. It is anticipated that many of these issues will be addressed as the model is further refined and replicated elsewhere.

A major issue for the MRF was the choice of location. Here during site selection opposition was encountered by neighbors and nearby communities to having the MRF located too near to them. This delayed physical construction of the MRF and only very recently was an acceptable site found.
