Link local PPP initiatives where possible to national policy and legal frameworks

Consider ways of increasing community entrepreneurial opportunities

Increase the potential for replication by involving relevant national ministries or agencies

Avoid government providing all financing

Structure processes very openly and transparently, especially in situations where there are perceptions of corruption

Don'ts

Structure partnerships where roles and responsibilities are not clearly outlined

Carry too much risk on the government side

Ignore the impacts that a new PPP initiatives might have on existing (small, informal) businesses in the sector

Undertake PPPs without putting private partners under competitive pressure, through competitive tendering, requiring them to take risks, regulation, performance monitoring and associated penalties
