The overall goal of the project is to set up Associations of Communal Service Payers and establish effective PPP's in housing management and maintenance, which will bring considerable savings in terms of heat and water payments to households, as well as to municipalities and brings benefits to private companies. The project will serve as a pilot project in developing new PPP's in the field of energy efficiency of the housing sector.
