The important achievement of the project is the introduction of a new approach towards community participation. Traditionally, changes in urban development, housing policy etc. are implemented through a top down approach by the municipalities. This project has initiated and promoted the bottom-up approach, in which residents could take own initiative and learn to demand good services. However it takes time for the new approach to be adopted by the residents. Residents do not yet see what the immediate benefits are of organizing themselves in the ACSeP. Several residents meetings are scheduled for October 2004 that could result in the creation of ACSeP and will mark the start of realization of energy savings.
