The Cherepovets City Administration has a clear understanding that a pro-poor PPP is an approach, which can help to protect low-income households from adverse effects of reforms in housing and utility sector. At the same time the ESCO's are aware of the fact that low-income groups are the final beneficiaries of this project and that their efforts will go to improving the living conditions of this group. However, managers of ESCO are also profit-oriented and want to see that significant saving is made in order for them to be compensated for their expenses. The experts on the other hand realize that the project is pro-poor, however they see the project in the first place as a chance for an overall improvement in efficiency of housing management and maintenance practices. Unfortunately, the residents of the selected buildings do not realize the full potential of a partnership with the public and private sector.
