All of the selected buildings participated in the World Bank Housing Divestiture Project, which made many improvements, which have allowed already significant savings of heat energy. In order to realize these savings, the building has to be managed by professionals that are qualified to work with such equipment. If the project is successfully implemented, the poor will directly benefit, as their utility bill will be reduced. Furthermore it is expected that through the strengthening community participation, the poor will be able to demand good services.
