CENEf and the "Analytical Center" were responsible for capacity building. The role of capacity building and institutional support were essential in a project where a new approach is being introduced. CENEf provided most of the recommendations for setting up ACSeP's and formulating contractual relationships with ESCO's. This included a sample charter of a typical ACSeP and a typical contract with ESCO. "Analytical Center" did the actual disseminating of this information to end-users. Currently, a methodology booklet for ACSeP leaders is in print that will provide basic information for community leaders on how to protect interests of residents in managing housing and maintenance. In addition the City Administration and "Analytical Center", made a joint effort in publishing a children's color book in which basic principles of housing management are explained in an easy manner.
However as observed elsewhere, the meetings and discussions have not been sufficient enough yet in creating awareness among residents concerning the PPP approach and have not achieved the changed attitude and understanding of potential benefits among residents, necessary to form an ACSeP.
As mentioned above, there is an urgent need for a consultancy and training center in Cherepovets to provide institutional support to ACSeP's, especially since the capacity building actions by "Analytical Center" do not ensure sustainability of the project.
