The establishment of the ACSeP's was the only newly established institution, and which was also the goal of the project. However for this particular PPP project, no special institutions or PPP desks were developed within the partner organizations. The partners all appointed staff members to work within the partnership. In particular the partners CENEf and the "Analytical Center", were the 'leaders' in the project. The City Administration was the overall coordinator between the different partners.
