The PPPUE National Programme in Uganda was directed at demonstrating that innovative partnership approaches are an effective means of addressing urban environmental challenges. In Uganda the annual rate of growth of the urban population is estimated to be over 6% and it is expected that the increasing number of people living in urban areas will exacerbate problems of urban sprawl, depletion of natural resources and infrastructure deficiencies.
In light of the above, there is the recognition that new and innovative approaches are needed to address these problems. By drawing on the strengths of the public, private and community sectors and by bringing together stakeholders that traditionally have not worked together, PPP approaches are considered as one of the most promising way forward.
The Programme was meant to place Uganda at the cutting edge of sustainable development and Agenda 21 approaches and also to achieve multiple developmental objectives in line with Uganda's adoption of the Millennium Development Goals.
