The main aim of the PPPUE Programme in Uganda was to develop capacities of municipalities, private partners and communities to become effective partners in designing and implementing partnerships that increase the access of basic services to the poor. More broadly, the Programme attempted to address different developmental goals such as ensuring sustainable urban environmental management and improving the livelihood of the urban poor.
