The Programme has demonstrated that the poor can participate in urban service delivery provided there is commitment to give them an enabling policy environment and to build their capacity. Other pre-conditions for successful pro-poor PPP arrangements include the promotion of the idea of partnership among local actors from the public, private and community sectors. This means changing attitudes, as well as building trust and mutual understanding.
An effective capacity building strategy at both national and local level, based on a prior needs assessment, was often mentioned as a necessary pre-condition. Political support, adequate institutional arrangements, readiness of the private sector to get involved in tripartite arrangements, and an enabling policy and legal framework were also considered as necessary.
