Capacity building and Awareness-raising

At national level the Programme has focused mainly on awareness creation and sensitization. By taking part in the Steering Committee meetings, relevant stakeholders from the public, private and community sector increased their level of awareness and knowledge of pro-poor PPP arrangements.

Capacity building interventions focused on stakeholders at the local level. Local actors have been sensitized and their confidence has been built. Criteria and terms under which PPPs can be formed have been prepared and adopted by the six pilot municipalities. However, even at the local level no training was delivered on procurement policies, procedures, and contractual arrangements for PPPs. Similarly, the capacity of local actors to prepare business plans and to upscale projects was not specifically targeted.
