In Uganda no competitive and transparent tendering procedure was used. It also seems that the local authorities involved in the pilot projects failed to fully appreciate the changes needed to accommodate PPP arrangements. No ad hoc accountability frameworks were set up to reflect the reporting and monitoring needs of the projects. Enhanced transparency of decision- making processes concerning pro-poor PPPs should also be considered as a priority to ensure that all the potential benefits of the innovative approaches implemented materialize in practice.
