JF: No single level of government can address this country's infrastructure needs. With over 90 percent of the public infrastructure in Canada owned at the provincial, territorial and municipal level, we need to work in partnership to modernise our infrastructure.
Infrastructure challenges in Canada cannot be solved solely through increased funding. Most municipalities stand to gain from engaging in structural reforms, such as better long-term capital planning. The federal government is actively promoting the efficient use of infrastructure and available funding through a range of best practices, such as long-term capital planning, life-cycle costing and cost-beneft analysis. There are also considerable opportunities for PPPs.
