CR: I was moved into a newly formed department called Business and Consumer Services in Nova Scotia. And I was in charge of eight different sections from different ministries across the government, which were moved into one new organisation and I was given the responsibility for integrating all of those different divisions. One of my responsibilities was a PPP - this was in 1997 - and it was called the Nova Scotia Business Registry - and it was being built as a PPP. I didn't know anything about it. And at that stage The Canadian Council [for PPPs] had formed in 1993, it was a very small group of people. So when I found out about the council, it was four years old and I joined immediately because I knew that I needed to find context and information about how to do a PPP successfully.
