CR: Well, those big municipal projects are often funded under tri-partite agreements with provincial governments and federal government as well, for major infrastructure projects. So they don't have to undertake the capital investment themselves. But that's where a PPP makes a lot of sense for a municipality. Because they don't have the capital to undertake a big infrastructure project and pay for it all at once, why not go into a partnership and pay for it over many years using availability or service payments?
