4.16 ITTs agreed with the Authority should be issued to all short listed bidders. The timetable put in place should allow prospective bidders to visit the site, review the documentation and seek clarity or additional information on areas of uncertainty.
Box 4.4 Contents of Invitation to Tender |
The ITT should, as a minimum, define: |
• the services being tendered; |
• the contractual arrangements to be applied to the new contract; |
• the payment mechanism; |
• requirements for the management of staff transfers; |
• the commercial opportunities available; |
• the detailed risk register; and |
• the obligations on the service provider. |
