Establish a robust project prioritisation, PFI credit and grant funding allocation framework. The successful achievement of landfill targets for 2010 are dependent on current PFI projects and continued WIP and WRAP support. 2013 and 2020 will require a substantial investment programme of the order of £9-11billion. We recognise that a this procurement programme will only be affordable for authorities to the extent that they receive financial support from central government, successfully implement efficiency gains, raise revenue from other sources, and/or increases in council taxes. Financial support will be made available through PFI credits, grants and consultancy.
New Guidance to cover the range of financing and procurement routes encouraged under the "mixed economy" approach to financing and procurement is provided through the 4ps Waste Management Procurement Pack, the Local Authority Support Unit (LASU) guidance on waste management pre-procurement, and published PFI criteria and best practice guidance.
