3.6 PFI schemes generally commit the procuring authority to a particular provider, and a long-term resource commitment. The success of these projects does not depend on cost alone. There are a range of qualitative factors that need to be considered, alongside the quantitative model, in making a decision on whether PFI is the most appropriate procurement route. As summarised in Chapter 2, these factors will cover the viability, achievability and desirability of PFI use as a procurement route.
