4.23 There are limitations in the qualitative and quantitative approach that need to be recognised. For example, at such an early stage, only limited account can be taken of innovation. It will also be difficult to assess novel or contentious areas where, by definition, there may be little or no substantive evidence available upon which to base decisions. Analysis should take account of this and any mitigation measures that have been taken to address this.
