5.18 The procuring authority should consider whether it would be appropriate to hold a funding competition for selection of the debt provider following appointment of the preferred bidder. Draft guidance outlining best practise in holding funding competitions (including the circumstances in which they should be held) has been issued (subject to feedback), with further detailed guidance to follow. The guidance "Preferred Bidder Debt Funding Competitions" dated 1 August 2006 can be found on the HM Treasury public website16. If the procuring authority determines that a funding competition should be held, this should be stated in the OJEU Notice.
