Geographical coverage: England Two different measures exist. The old measure (2007-2009) reported on the number of high consequence 'systems' at target condition. The new measure reports (2008-2010) on the number of high consequence 'assets' within systems at target condition. An overlap allows for a linkage in the series
Time coverage: 2005 and 2006 values are assumed to be equal to 2007 value
